Catholic Charities is one of the oldest child-placing agencies in Connecticut. Our Adoption program is licensed by the Connecticut Department of Children and Families. We provide a full range of services, including homestudies, for domestic, international, and special needs adoptions. We also offer search services for adult adoptees interested in learning about, connecting with, or reuniting with their birthparents.

BLACK FAMILY ENRICHMENT PROGRAM Hartford
An African diaspora mental health program designed to meet the unique needs of Black families. The Afro-centric treatment model draws heavily upon the Nguzu Saba (7 principles of Kwanzaa). The underlying focus is stabilizing, educating, and empowering Black families within the context of core principles adapted from African traditions.
CENTRO SAN JOSE FAMILY CENTER New Haven
Center-based services for the Fair Haven community in New Haven. Children and families, from infants to seniors, participate in our educational, cultural, and recreational programs. Creative recreational and leadership opportunities offer youth constructive after school activities.

- CHILD GUIDANCE CLINICS Ansonia, Hartford, Meriden, Milford, New Britain, New Haven, Torrington, Waterbury | Each mental health clinic is licensed as a child guidance clinic promoting sound and culturally competent mental health and skills development that maximize a child’s success at home, at school, and in the community.Children are provided with a variety of outpatient mental health interventions to enable them to experience healthy development and achieve their maximum level of functioning.
- HISPANIC CHILD GUIDANCE CLINIC AT THE INSTITUTE FOR THE HISPANIC FAMILY Hartford | This unique child guidance clinic provides specific culturally competent mental health services to Latino youth in the Hartford Community.
CHILDREN'S BEHAVIORAL HEALTH Hartford
The Children's Behavioral Health program provides intensive in-home child and adolescent psychiatric services and a family support team.
CHILD DEVELOPMENT AND SCHOOL READINESS Multiple Locations
Catholic Charities provides quality state-licensed comprehensive early childhood and school readiness programs at a number of different locations in accordance with the Department of Education and the local School Readiness Council. Fees are set on a sliding scale according to ability to pay. Through funding from the U.S. Department of Education, seven of our Child Development classrooms offer Early Reading First, an enhanced literacy focus designed to help close the achievement gap by preparing children for success in school.
COUNSELING: FAMILY AND MENTAL HEALTH Multiple Locations
Counseling locations are individually licensed by the Department of Health as adult mental health clinics and by the Department of Children and Families as Child Guidance Clinics. Counseling, mental health services and substance abuse treatment are provided to individuals, couples, and families. Fees are set on a sliding scale according to ability to pay.
CRIMINAL JUSTICE PROGRAM Ansonia | Milford | New Haven
We offer comprehensive mental health and substance abuse treatment to individuals involved in the court system in an effort to stabilize their personal and family lives and reduce the likelihood of additional court involvement.
DWI GROUPS: (Driving While Intoxicated) Hartford
We provide alcohol and substance abuse assessment for individuals who have been arrested for driving under the influence of alcohol or drugs. Clients participate in ten group sessions where they are educated about the physical, emotional, occupational, and social effects of alcohol and other substances.

OUTREACH COUNSELING PROGRAM New Britain
The program is aimed at improving the quality of life for aging persons by offering
counseling and supportive services to help senior citizens to “Age In Place” by
maintain people in their homes. The program provides assessment, behavioral health
treatment, crisis intervention and outreach to elderly individuals, their families
and support systems. Information regarding supportive programs and services in
the local communities is provided on an individual basis or through educational
seminars on issues of healthy aging, caregiver issues, and support and emotional
health issues. These services are offered in six communities: New Britain,
Berlin, Plainville, Burlington, Plymouth, and Southington.
• HISPANIC ELDERLY PROGRAM Hartford
Provides culturally competent and specialized mental health interventions along
with advocacy, companionship, and case management to Hispanic elderly persons
and their families. A full day Senior Center program provides socialization,
recreation, nutrition, and health screenings.|
• SOUTHEAST ASIAN ELDER ADULT PROGRAM Hartford
Provides mental health counseling and case management services to help
reduce life stress and maximize the well-being of Southeast Asian elderly
population in the Greater Hartford Area.

Employees of companies that have contracted with our agency receive help in dealing with issues in their personal lives. We offer evaluations, counseling, and help to resolve personal problems that may be interfering with work performance.
EMPOWERING PEOPLE FOR SUCCESS

The Empowering People for Success Program is a statewide welfare to work program designed to assist current and past recipients of Temporary Family Assistance to achieve self-reliance through intensive solution focused case management and care coordination that identifies and reduces the effects of barriers to sustained employment. The program helps families to become self sufficient, ensuring that clients have a full set of life skills, assisting clients to achieve the necessary level of education for their desired careers, assisting clients to obtain employment, and minimizing risks to children through improving family safety. The program is committed to identifying family strengths and helping empower families to use these strengths to succeed in employment, education and community building.

Three family centers in the City of Hartford, one in the City of New Haven, and one in the City of Waterbury offer a culturally competent and comprehensive approach to the development and enhancement of the family, focusing on activities that reinforce parent-child bonding. Catholic Charities operates these centers, but each center is influenced by parents and families who form an Advisory Board that assists in establishing the center’s agenda, goals and objectives.

HISPANIC CHILD GUIDANCE CLINIC Hartford
Promotes sound mental health and life skills that maximize a child’s success at home, at school, and in the community. Latino children are provided with a variety of outpatient mental health interventions to enable them to experience healthy development and achieve their maximum level of functioning.
HISPANIC SUBSTANCE ABUSE PROGRAM Hartford
This program provides culturally competent substance abuse counseling to Hispanic alcohol/drug abusing dependents and their families.
INSTITUTE FOR THE HISPANIC FAMILY Hartford
For over 25 years, this model program has provided a wide range of culturally competent mental health and family counseling services for the local Hispanic community. Over 1,000 families each year benefit from the Child Guidance Clinic, Family Counseling Unit, the Hispanic Elderly Program, and the Domestic Violence and Substance Abuse Programs. The Family Center, a grassroots community-based project, is responsible for creating and generating updated resources and information about cultural issues as well as issues dealing with the community, families, and children.
INTEGRATED FAMILY VIOLENCE Hartford
This program provides culturally relevant therapeutic and supportive services to families who are victims of family violence. Treatment is available for the abusing partner.
JUVENILE PREVENTION SERVICES - Hartford
• SUPPORT FOR EDUCATIONAL PROGRESS (STEP) PROGRAM An intensive community-based program, STEP is designed to help youth return home after residential placement with DCF. Eligible youth are generally between the ages of 12 and 17, have been away from home for a year or longer, are Hartford residents and are on parole.
•HARTFORD JUVENILE CASE MANAGEMENT COLLABORATIVE PROGRAM (JCMC) The Hartford JCMC has evolved to be an intensive case management, outreach and tracking program for youth returning to their community from residential placement for youth from Hartford, East Hartford, Bloomfield, West Hartford and Windsor.
• JUVENILE DIVERSION CASE MANAGEMENT Juvenile Diversion Case Management Program is designed to support youth 8 to 18 years of age and their families with interventions, case management and structured after school programs to help youth stay clear of trouble. The program offers pro-social interventions that develop life skills.
MATTHEW 25 SCHOLARSHIP Hartford
Assists economically disadvantaged Hartford youth in obtaining a private school education. The program fosters educational and social success through financial assistance and mentoring support.
MIGRATION AND REFUGEE SERVICES Hartford
Catholic Charities Migration and Refugee Services
welcomes refugees who have been forced to leave their countries due
to warfare, national disaster, and/or political and religious persecution. We
provide comprehensive resettlement services designed to facilitate
the refugees' acculturation into their new life of freedom here in
the United States and to assist them to become self-sufficient members
of society, usually within four months of their arrival in the United
States
PARENTING EDUCATION
• GENERAL PARENTING EDUCATION Multiple Locations
We provide a range of educational and counseling services for parents to assist them in dealing with challenging issues that might have the potential to disrupt the family. Special programs include Family Enrichment (FES), Parent Assessment and Clinical Education Services (PACES) and Reconnecting Families (RFP) programs. FES and PACES are DCF funded programs designed to help parents increase their parenting skills in order to avoid removal of their children. Reconnecting Families helps parents reunify with their children that had been removed from their care.
• DIVORCE: PARENTING EDUCATION PROGRAM Multiple Locations
A six hour education group for divorcing parents or families with child custody issues. The program educates parents about ways to help their children deal with issues regarding divorce.
POLISH-AMERICAN COUNSELING AND SUPPORT New Britain
Catholic Charities is one of the few social service agencies providing culturally competent counseling and support services for Polish-Americans.

Services are designed to assist birthparent(s) to make a sound, appropriate, permanent life plan for their child. We offer counseling, assistance with basic human needs and medical costs, and ongoing support.
RESIDENTIAL AND SUPPORT SERVICES
FOR PERSONS WITH INTELLECTUAL DISABILITY Hartford
Catholic Charities provides safe nurturing homes along with day services in which persons with cognitive and developmental disabilities can reach the highest level of independence possible. Our group homes are structured and operated to provide a place for
the residents to feel safe and relaxed, to interact with caring people,
and to learn new skills. Each home is supervised by trained staff 24 hours/
7 days a week. We also supervise an apartment for two adult males who
work in the community during the day and have a high degree of self-sufficiency. We offer vocational opportunities as well as leisure activities to nonresident adults with cognitive difficulties.

• COMMUNITY SCHOOL Thirman L. Milner Core Knowledge Academy
Built around a strong instructional core, Hartford Community Schools are both a set of partnerships and places where services, supports, and opportunities lead to improved student learning, stronger families, and healthier communities. Community schools focus on the whole child and family by providing resources to support academic, health and social development. Services include extended-day programming, summer programming, and student/family support services.
SCHOOL READINESS Multiple Locations
The school readiness program combines a high quality early childhood education experience with comprehensive wrap-around services. These services may include family literacy, well-child screenings, developmental assessments, referrals for additional educational services, parent education/support programs, referrals to educational opportunities, and family counseling.

Intensive treatment for substance abusing clients referred by the court system.

Assessment and treatment services to substance abusing clients who are referred by the courts through educational groups and relapse prevention groups. This program provides substance abuse counseling to alcohol/drug abusing dependents and their families.
VICTIMS OF HOMICIDE-ASSISTANCE TO SURVIVORS Multiple Locations
This program provides therapy and related victim services (including personal advocacy) to adult and child survivors of homicide victims as part of the Office of Victim Services' Counseling Services to Families of Homicide Victims Project.
